Solving IOError: [Errno 13] Permission denied: '/etc/keystone/credential-keys/0 on Initialize Fernet Keys Repositories Openstack

Hello guys.
Today and few days before, i have installing Openstack in one of SUSE Family that is OpenSuse Leap 42.2 . And I got this problem on this step
Then, i got error information, that is "Permission denied" on /etc/keystone/credetial-keys/0. Next, i check the directory terget on /etc/keystone/credential-keys.
There, we know that credential-keys directory is belongs to root user. Its different from fernet-keys directory that we got from step before, there are :
# keystone-manage fernet_setup --keystone-user keystone --keystone-group keystone. The fernet-keys directory is belongs to keystone user. And if credential-keys is belongs to root user.
And then i try to change credential-keys ownership directory to keystone:keystone
Then, i try again, finally I got it success..
